ATS vs CRM vs all-in-one: what a staffing desk actually needs

August 20, 2026 · 5 min read

An ATS tracks candidates. A CRM tracks clients. A staffing agency does both at once, all day — and then has to bill for it. Treating those as three separate purchases is how agencies end up with data in three places and margin leaking between them.

The ATS half

Jobs, candidates, applicants, pipelines, screening, submittals. This is where recruiters live. A staffing-grade ATS also has to understand crafts, certifications, shifts, and travel — not just 'roles' the way a corporate HR tool does.

The CRM half

Clients, contacts, sales activity, prospecting, and the pipeline of who might give you a req next month. Biz-dev lives here. In most agencies this is a spreadsheet, which means the moment a rep leaves, the relationships leave too.

The part everyone forgets: money

Hours in, invoices out. Pay rate times markup equals bill rate; timesheets become invoices; invoices become cash. When this lives in a fourth system, reconciliation becomes a weekly fire drill and nobody can see profit by client or by placement without exporting to Excel.

Why one system wins

When the candidate, the client, the placement, the hours, and the invoice are the same records, you get things you literally cannot get otherwise: profit by placement, margin trend, unbilled hours, time-to-fill — live, without stitching exports together. That single source of truth is the whole point of an all-in-one.
